The procedure is as follows:

1. Destination Inspection Companies (DICs) will continue to receive and process Importer documents exactly the same way as usual.

2. Once complete the DICs will provide a printed copy of the FCVR to the Importer / Agent and in addition will submit electronic copies to Ghana Customs Management System (GCMS) through GCNet.

3. GCMS will process electronic FCVR for either Acceptance or Rejection by validating the following parameters:
- Importer code (TIN)
- HScode
- Country of Supply
- Currency Code
Only accepted e-FCVR shall be used for Customs Declaration purposes. Rejected e-FCVR shall be sent back to the originating DIC to rectify anomalies.

4. Declarants clearing goods for these selected Importers shall be required to quote an accepted e-FCVR number generated by the appropriate DIC on Header 2 of the Declaration.

5. The use of an FCVR is dependent on the FCVR flag on the CPC code being set to ‘Y’. Please note some recent changes to the the CPC FCVR Flags:

6. Please also note the following
- 1 FCVR report shall be used for 1 Declaration only.
- The GCNet FES shall not accept special characters (such as spaces and slashes- / or \). Quote the alphabets and numbers only.
- Please ensure your Importer Code (TIN) is registered with CEPS before requesting for your FCVR report.
